Here are the settings I use to "sharpen" tubes when scaling them down. I rarely use IMAGE / SHARPEN - I mostly use the IMAGE / (ADJUST) SHARPNESS and the "UNSHARP MASK" option. If it is a very large image or tube I sometimes sharpen it FIRST before resizing it with these settings:
